I really want to get consistant with 2 hours of Goenka Vippasana per day. Do any of you have any advice on whether 1 hour in the morning and 1 hour in the evening is better or worse than 30 minutes 4 times a day? I get pain in my ankles and for at least 30 minutes it isn't so bad so I was thinking that maybe this would help condition me to enjoy meditation more and improve my concentration.

I would recommend you meditate in the morning in order to develop focus to help you practice mindfulness throughout the day.
Then in the evening meditate again to get your focus back after a stressful and distracting day at work or school. Times will vary depending on conditions. In my opinon real progress comes from practicing mindfulness throughout the day (many hours) and sitting meditation (a few hours) should support that.
I know this is an different opinion than a lot of people have, but there is at least one qualified expert who believs the same thing:

As Ajahn Chah described them, meditative states are not important in themselves. Meditation is a way to quiet the mind so you can practice all day long wherever you are; see when there is grasping or aversion, clinging or suffering; and then let it go.

Thanks for your feedback! I have heard the same thing echoed by Sam Harris, it makes sense to me. Do you think that doing concentration in the morning and vipassana in the evening would be a good strategy?

You should do it the way you think works best for you. I usually start any meditation session with relaxing meditation which I find is the best way to cultivate concentration, then when I have enough concentration I cultivate vipassana, in sitting meditation or in daily life. But I also try to stay relaxed in daily life so I don't necessarily separate vipassana from samatha, you can do vipassana in a way that cultivates samatha (tranquility). I understand samatha as not as hard concentration but mostly relaxation that produces concentration. If you look at the anapanasatti sutta the buddha teaches meditation on the breath combining samatha and vipassana. And in the sattipathana sutta he teaches his students to live mindfully. Other people have different ways, and they might be better for some people but I find this recipe from the Buddha works well for me. This might be of interest too: https://www.accesstoinsight.org/lib/authors/thanissaro/onetool.html

greater progress comes from longer sessions with less time in between. with too much time in between, you just adjust back to your normal state. too little time in one session and you don't manage to disrupt your normal state, you don't create enough of an imbalance that is significant for progress. that's why people do retreats. however, whether something is shamatha or vipassana is a grey line rather than black and white. you can practice both in daily life, 24/7. it's called moment-to-moment concentration or being present, intense watchfulness, eternal continuous presence or some other names. you go to the bathroom and notice your goal. you stand up and notice the muscles getting up. if someone close to you says something hurtful and you're sad, you can notice that sadness. if you react somehow, to that sadness, you can notice that too.

Ok ... I would suggest sit on a chair!
Ok
I assume you agree with this part ...
Then sit for 45 minutes in the morning and 45 minutes in the evening, daily, for 6 months. Consider keeping a daily or weekly journal here on DhO, and we may be able to provide you with more helpful feedback.
May all beings awaken!

I agree with the comments so far. I fell into what felt like a natural schedule of something like a hour or so of formal meditation in the morning before I get out of bed, and an hour or so in the evening. Sometimes more, sometimes less as life permits. The formal meditation always starts with focus/concentration, and then sometimes takes on a life of its own after that. In between it’s the endless meditation all day. Sometimes gentle mindfulness, sometimes more aggressive noting or noticing, sometimes just following the breath throughout the day, and sometimes steeping in the peaceful goodness when it’s there. Also, noticing when it’s not.
So, meditation isn’t an activity you do at certain times so much as from the moment you wake up, until the moment you go to sleep. Like Jim said, the morning concentration primes the rest of the day, and the evening one helps clear out all the junk you’ve acquired during the day.
I’m not saying everyone can or should meditate all day. Some people have lives and jobs that won’t allow this, but as much as is possible in YOUR life, the better.

Two people decide to dig for water! They both dug 10 meters! One dug a hole 10 meters deep and found water. The other dug 10 holes 1 meter deep and found no water.

Yeah, but the guy who dug ten holes found half a bottle of scotch, an old watch, and two guitar picks.
