It always does. 
But sometimes it randomly changes style to something completely different. I often get some kind of green board with light blue background. Other people at the same time are not necessarily experiencing this.

It has done that occasionally over the years.
Liferay 5.2.2 which this place runs on it relatively unstable in the way it handles CSS, apparently.
I haven't had it do it to me in the last 1.5 years or so. Sorry it is happening to you: no idea why it does that.
I have totally failed to figure out a way to get this place upgraded to a newer version of Liferay: it apparently is mind-bogglingly difficult and expensive: will resume that project probably in Feb, unless some kind programmer wants to step up and join the long line of people who swung and struck out, I mean figure out how to get us upgraded. Lee Moore was the last to try, but then got overwhelmed with other projects.
