that's amusing on a number of obvious levels but first: how are they defining a 'buddha'? is there an official communist party legal framework and proofing apparatchic who oversees the procedures and processes?
not to imply that the tibetans' brands of buddhism aren't political and power driven but the chinese government throwing its oar in the water is beyond rational commentary.
