brain, attention and blood flow

Is meditation the practice of reducing blood flow to the area of the brain that identifies a 'self'? Does the 'self' part of the brain atrophy when you get enlightened? If that's all it is, surely a brain can once again learn a 'self'. Neuroplasticity would permit a re-learning of self, wouldn't it? It would just have to grow some new connections and divert some blood flow, the way it did when we were two years old and first developed our egos.
