He writes "Every time I go meditate..." so the experience is not everlasting. He has it only when he meditates.
The level of happiness you experience is not easy to describe in words. What he feels like "all i am is the univers ... etc." maybe the same experience for an advanced meditator is normal and won't even talk about it.
Maybe he goes only 1 time a week to meditate...just put him in an intense retreat doing 14 hours+ practice (with some bugs and moskitos) then you can see how long this experience last...
